  • 1 medium carrot
  • 1 whole Fresno chile
  • 8 ounces mung bean sprouts
  • 2 tablespoons lime juice
  • ½ teaspoon fish sauce
  • ½ teaspoon sugar
  • to taste salt and pepper
  • ¼ cup basil or cilantro
  • thinly sliced
