  • 1 large fennel bulb
  • ½ cup shallots
  • 2 tablespoons all purpose flour

  • pounds halibut fillets
  • 6 ounces baby spinach
  • cups mashed potatoes

Cover; simmer over medium heat until fish is almost cooked through, about 4 minutes.
